All documents, that are printable, like Word or Visio can be protected by creating a PDF file. See details PDF protection. This is the recommended and most flexible option.
Office 2007 comes with a free Add-In, which creates a PDF file and it supports hyperlinks. Just select File, Save As PDF. If this option is missing, you can download the Add-In here or search in the Word Online help for PDF.

A different way to protect office documents, is to convert it to flash using a printer driver. It is called Print2Flash and can be downloaded and bought at http://print2flash.com. It has not all the options the PDF Viewer offers but it requires no installation with administration rights on the end user PC.

This tool allows to convert PDF, jpg, gif, png, and wav files to SWF. Hyperlinks within PDF files are supported. First create a PDF file and then convert the PDF to flash using SWF Generator.
It has not all the options the PDF Viewer offers but it requires no installation with administration rights on the end user PC.
